Establishes a state program administered by the commissioner of health to distribute free antigen tests and KN95 respirators to Minnesota individuals.

Defines antigen tests as lateral flow immunoassays with FDA emergency use authorization for self-collected nasal swabs to detect SARS-CoV-2, and KN95 respirators as filtering face-piece respirators without exhalation valves.

Allows distribution through direct shipment to individuals, local health departments, COVID community coordinators, community-based organizations, and other means determined by the commissioner, with priority for disproportionately impacted communities.

Permits the commissioner to establish an ordering process for individuals to request tests and respirators shipped directly and to coordinate with other state and federal distribution programs.

Appropriates an unspecified amount from the general fund for fiscal year 2022, available until June 30, 2023, with the program effective the day following final enactment.
