Changes quarterly reporting requirement on Anoka-Metro Regional Treatment Center, Minnesota Security Hospital, and Community Behavioral Health Hospitals to annual reporting to legislative committees.

Establishes procedures for transfer of patients with mental illness who are dangerous to the public, including requirements for special review board approval, 60-day voluntary return periods, and revocation processes with written notification and appeal rights.

Allows committed persons whose transfers are revoked to petition the special review board within 7 business days for review, with matters scheduled within 30 days.

Repeals Minnesota Statutes sections 246.0136 (establishing enterprise activities in state-operated services), 252.025 subdivision 7 (Minnesota extended treatment options), and 252.035 (regional treatment center catchment areas).

Modifies Laws 2009, chapter 79, article 13 appropriations for adult mental health services, sex offender services, and Minnesota Security Hospital programs.
