Appropriates $650,000 from the general fund in fiscal year 2023 to the University of Minnesota Board of Regents for the Water Council to develop a 50-year clean water supply plan.

Water Council must submit the plan to chairs and ranking minority members of house and senate committees with jurisdiction over environment and natural resources by December 1, 2023.

Plan must assess the current state of Minnesota's surface water and groundwater throughout all geographic regions.

Plan must identify data and information gaps regarding water quality and quantity and recommend strategies to obtain necessary data.

Plan must identify proactive opportunities for Minnesota to ensure an adequate supply of clean water for the next 50 years.
