Defines "abortion" as use of drugs, chemicals, or instruments to intentionally kill an unborn child or terminate pregnancy, with exceptions for post-viability live birth procedures and removal of dead unborn children.

Requires RU-486 (mifepristone) or any abortive drug or chemical to be administered in the same room and physical presence of the prescribing physician, with mandatory follow-up visits 12 to 18 days after administration to confirm pregnancy termination.

Establishes that knowingly or recklessly performing or attempting an abortion in violation of this section is a felony, with no criminal penalty assessed against the pregnant female.

Permits the pregnant female, the father (if married to the woman at time of abortion), or maternal grandparents to bring civil actions for actual and punitive damages, and allows courts to grant injunctive relief preventing further violations by the abortion provider.

Provides that prevailing plaintiffs recover reasonable attorney fees, shields the pregnant female from civil liability, requires her anonymity be preserved in court proceedings unless she consents to disclosure, and allows any other plaintiff to proceed under a pseudonym.
