Establishes a $3,000,000 contingency fund from the renewable development account beginning August 1, 2022 to support a solar photovoltaic array installation in St. Paul's Area C property.

Authorizes the commissioner to distribute contingency funds to the solar array owner if the array begins design or construction before a Pollution Control Agency corrective action determination is made.

Limits fund distribution to situations where the agency's corrective action requires the solar array to temporarily cease operations or be partially or entirely removed, and the array is otherwise operating as required under its contract.

Allows the solar array owner to use distributed funds for storage and transportation costs, redesign or new equipment costs, lost revenue or power purchase agreement damages, and replacement energy costs during disruption periods.
