Appropriates $11,000,000 from bond proceeds fund to the commissioner of public safety for a grant to Anoka County for design and construction of a mental health facility within the new Anoka County detention center in Anoka.

Facility is specifically designed to serve individuals experiencing mental illness and include smaller pods, behavioral interview rooms, and service areas.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
