Changes production start deadline for advanced biofuel, renewable chemical, and biomass thermal facilities from June 30, 2025 to December 31, 2022 to qualify for incentive payments.

Authorizes producers to reapply for payment of the difference between original claims and pro rata amounts received when funding is insufficient, subject to appropriated money for this express purpose.

Maintains payment rates: $2.1053 per MMbtu for cellulosic advanced biofuel, $1.053 per MMbtu for sugar/starch/oil/animal fat biofuel, $0.03-$0.06 per pound for renewable chemicals, and $5.00 per MMbtu for biomass thermal production.

Appropriates $7,000,000 in fiscal year 2022 for unpaid claims under these programs, with all claims to be paid by June 30, 2022, plus a sum sufficient (not exceeding $15,000,000 annually) from fiscal years 2022-2036 for ongoing payments.

Makes amendments retroactively effective from January 1, 2020 for claims filed after that date.
