Commissioner of human services must develop recommendations for establishing "life sharing" as a covered medical assistance waiver service, defined as a relationship-based living arrangement between an adult with a disability and an individual or family who provide person-centered support.

Commissioner must conduct robust stakeholder engagement with racially, culturally, and geographically diverse participants from providers, people with disabilities, disability advocacy organizations, and lead agencies through cofacilitated public meetings held at least monthly from before July 31, 2022 through December 31, 2022.

Stakeholders must discuss eight required topics including distinctions from adult family foster care, successful models in other states, potential services and supports, barriers to implementation, payment methodologies, and draft legislation language.

Commissioner must submit a report to legislature by December 31, 2022 summarizing stakeholder discussions, providing recommendations, and including any necessary draft legislation to define and implement life-sharing services.

An unspecified amount of funding for fiscal year 2023 is appropriated to the commissioner for stakeholder engagement and recommendation development regarding life-sharing services under medical assistance disability waivers and elderly waiver as a one-time appropriation.
