Counties must fund guideways, including current and future guideways, under requirements established in this section.

Host counties must fund planning, design, engineering, construction, prerevenue operations, and other guideway development costs that exceed federal, state, local government, or other available funds, including costs ineligible for federal funding.

Host counties must fund operating costs determined necessary by the service operator to meet reasonable standards for access, safety, and reliability that exceed fare revenues and other dedicated funds.

Host counties must fund capital maintenance, replacement, and modernization costs determined necessary by the operator to meet reasonable standards for access, safety, reliability, and upkeep that exceed other dedicated funds.

Host county or counties means those counties where the guideway is located, and cost distribution among multiple host counties must use a proportional methodology agreed upon by those counties.
