Amends Minnesota Statutes section 363A.50 to add race and ethnicity as protected classes in organ transplant nondiscrimination provisions, alongside existing protections for mental and physical disabilities.

Prohibits covered entities (health care providers, hospitals, and donor-matching organizations) from denying or delaying anatomical gifts or organ transplants, evaluation services, referrals, waiting list placement, or insurance coverage based on race, ethnicity, or disability.

Allows covered entities to consider disability as medically significant only after individualized physician evaluation and permits them to deny transplants that are not medically appropriate for the individual's overall health condition.

Requires covered entities to make reasonable modifications to policies and provide auxiliary aids and services to qualified individuals with disabilities unless doing so would fundamentally alter services or create undue burden.

Individuals who experience discrimination violations may initiate civil actions in court and have access to all remedies available under Minnesota's human rights laws, including compliance with the Americans with Disabilities Act.
