Establishes a mandatory certification process for public safety telecommunicators and their direct supervisors, effective August 1, 2024, administered by the Commissioner of Public Safety.

Requires candidates to demonstrate proficiency in nine areas: roles and responsibilities, legal concepts, interpersonal skills, emergency communications technology, 911 call processing, emergency management, radio communications, stress management, and quality performance standards.

Mandates 48 hours of approved continuing education every two years to maintain certification.

Appropriates unspecified funding from the 911 emergency telecommunications service account in fiscal year 2023 to reimburse entities that employ public safety telecommunicators for training and certification costs.

Modifies the 911 service fee account to allow money to be appropriated to counties for improvement of local emergency telecommunications services, including public safety telecommunicator training and certification.
