• Adds reporting exemption for prescriptions mailed, shipped, or delivered from Minnesota to another state if data is reported to that state's prescription drug monitoring program.

• Modifies data retention requirements to destroy identifiable data reported on or after January 1, 2021 within 12 months of dispensing (changed from previous timeline), with de-identified data retained for program administration and trend analysis.

• Changes data availability period for permissible users from calculation based on receipt date to calculation based on the date prescription was reported as dispensed, with 12-month access window.

• Adds new permissible user category (clause 14) allowing board personnel specifically assigned to conduct bona fide investigations of licensees or registrants to access utilization data.

• Requires dispensers to correct patient-reported errors within seven calendar days and notify patients whether errors were corrected or verify no error occurred, with expanded definition of "subject of the data" to include authorized agents.
