Early childhood special education students are made eligible for state school breakfast reimbursement at $1.30 per fully paid breakfast, matching the rate for prekindergarten and kindergarten students.

Schools receiving school breakfast aid must provide breakfast without charge to early childhood special education students participating in programs authorized under section 124D.151, along with other qualifying students.

Early childhood special education students and prekindergarten students are added to the definition of "English learner" for purposes of English learner services and funding, subject to existing enrollment and years-of-membership limitations.

General education aid appropriations are adjusted from $7,569,266,000 to $7,487,944,000 for 2022 and from $7,804,527,000 to $7,679,289,000 for 2023.

School breakfast aid appropriations are adjusted from $11,848,000 to $101,000 for 2022 and from $12,200,000 to $10,691,000 for 2023, effective for revenue in fiscal year 2023 and later.
