Expands eligibility for community energy transition grants to include communities where electric generating plants have operating licenses expiring within 15 years of the bill's effective date.

Increases the deadline for communities to apply after a plant ceases operations or is removed from the property tax base from five years to no specified limit within the existing framework.

Extends the availability of the $2,000,000 fiscal year 2021 appropriation from the renewable development account from June 30, 2022 to June 30, 2025.

Appropriates an additional $5,000,000 from the general fund in fiscal year 2023 for the community energy transition grant program, available until expended.

Maintains the $500,000 annual grant limit per eligible community and allows the commissioner to accept grant applications on an ongoing or rolling basis.
