Modifies the definition of "patient" in Minnesota health records law to clarify that parents and guardians may access health records of minors age 15 or younger, except for specific situations defined in sections 144.341, 144.342, 144.344, 144.343 subdivision 1, and 144.3441.

Adds a new provision requiring health care providers to give parents, guardians, or persons acting as parents/guardians full electronic and physical access to health records of minor children age 15 or younger, except as otherwise provided by law.

Preserves existing exceptions for minors who have received certain types of health care services, including services related to drug treatment, mental health, abortion, or health services for minors age 16 or older.

Amends Minnesota Statutes sections 144.291 and 144.292 relating to health records access and definitions.
