HF4 Summary

• For the 2020-2021 school year only, school districts and charter schools use the greater of fiscal year 2020 or 2021 pupil units for calculating general education revenue to protect funding during enrollment declines caused by COVID-19.

• School boards may adopt resolutions to provide extended school days and years through August 30, 2021, with instructional hours counting toward revenue calculations under Minnesota Statutes section 126C.10.

• School districts must prioritize on-site instruction for students with disabilities in federal level three or four settings and English learners, and may provide special education services at students' homes with funding through chapter 125A.

• Appropriates $18 million for fiscal year 2021 for COVID-19 recovery programs including full-service community schools ($2M), trauma-informed school incentive grants ($6M), math corps ($3M), reading corps ($2M), and after-school community learning programs ($5M).

• Federal COVID-19 funds received by Minnesota through June 30, 2023, that are eligible for education aid or grants in this act must offset state aid reductions for school districts and charter schools in proportion to amounts certified by the commissioner.
