Amends Minnesota Statutes 2020, section 144.1201, subdivision 2 to redefine "byproduct material" in radiation hazard regulations.

Expands the definition to include tailings and wastes from uranium or thorium extraction, excluding underground ore bodies depleted by solution extraction operations.

Includes discrete sources of radium-226 and materials made radioactive by particle accelerators that are produced, extracted, or converted for commercial, medical, or research activities.

Adds naturally occurring radioactive materials (other than source material) that the U.S. Nuclear Regulatory Commission determines pose a threat similar to radium-226 to public health, safety, or common defense and security.

Requires extraction or conversion after extraction for use in commercial, medical, or research activities for materials to qualify under the expanded definition.
