Requires all health insurance policies and health maintenance contracts to cover services provided by licensed pharmacists to the same extent as physician services, within the pharmacist's scope of practice, effective January 1, 2024.

Prohibits carriers from denying benefits for services lawfully performed by licensed pharmacists and adds pharmacists to the list of healthcare providers whose services cannot be denied.

Requires medical assistance (Medicaid) and managed care plans to reimburse participating pharmacists or pharmacies at rates no lower than the standard payment rate for physicians providing the same service.

Extends pharmacist coverage requirements to MinnesotaCare by requiring it to comply with the same coverage and payment standards established for medical assistance.

Directs the commissioner of commerce to consult with health plan companies, pharmacies, and pharmacy benefit managers to develop guidance for implementing the required pharmacist service coverage.
