Authorizes mental health professionals, emergency department physicians, and qualified mobile crisis team members to refer children for residential treatment services for crisis stabilization purposes.

Requires providers making crisis referrals to assess the child's mental health needs and determine the child is experiencing a mental health crisis requiring residential treatment.

Limits crisis stabilization services to 30 days, after which children must undergo standard screening and admission criteria under existing law.

Defines an emergency for admission purposes to include children referred for crisis stabilization services, exempting them from pre-admission assessments.

Children referred to residential treatment centers for crisis stabilization are not required to undergo level of care assessments under section 245.4885.
