Redefines "dealer" to apply to persons conducting "Minnesota transactions" rather than three separate location-based criteria, and adds new subdivision defining "Minnesota transaction" to include dealers incorporated in Minnesota, those with representatives in Minnesota, and those delivering/shipping products or making payments to Minnesota addresses.

Requires dealers to register with the commissioner within 45 days of reaching $25,000 in aggregate Minnesota transactions between July 1 and June 30, with registration applying to all Minnesota transactions conducted by the dealer and its representatives.

Establishes surety bond requirements ranging from $25,000 to $200,000 based on transaction volume in the preceding 12-month period, allowing consumers and state officials to file claims against bonds for dealer failures to deliver products or remit payment.

Expands sales practice prohibitions to apply specifically when "conducting a Minnesota transaction" and adds requirement that dealers respond within three business days to consumer inquiries about delivery status or payment status.

Requires registered dealers to notify the commissioner within ten days of terminating any dealer representative if the termination is based in whole or in part on a violation of this chapter.
