HF4035 Summary

• Modifies conditions for issuing special registration plates to DWI violators by striking the requirement that violators have a qualified licensed driver and instead allowing issuance if the violator or registered owner has a limited license, the registered owner is not the violator and has a valid/limited license, a household member has a valid license, or the violator has been reissued a valid license

• Requires the commissioner to issue special plates upon request and $100 payment to violators enrolled in the ignition interlock program under section 171.306, with exceptions for certain circumstances

• Establishes a registration plate impoundment order for special plates issued to ignition interlock program participants if they cease participation for more than 30 days or fail to complete the program due to multiple driving privilege withdrawals or contract violations

• Changes terminology in the ignition interlock license issuance requirements from "suspended" to "revoked" when describing prior license actions under sections 169.792 and 169.797
