Establishes a 12-member legislative study group with six House members (three from each party leadership and including the House Human Services Finance and Policy Committee chair) and six senators (three from each party leadership and including the Senate Human Services Reform Finance and Policy Committee chair), plus the legislative auditor as an ex officio member.

Study group must prepare a restructuring plan considering current Department of Human Services functions, policy factors including program coordination, accountability, service continuity, budget priorities, client and county effects, and administrative efficiency, plus information on human services agency structures in other states.

Requires consultation with stakeholders including the Human Services Commissioner, county social service administrators, health maintenance organizations, primary care providers, disability advocates, and organizations representing elderly, children, persons with mental illness, and those needing economic supports.

Study group must submit a comprehensive restructuring plan with draft legislation to the legislature by January 31, 2024, with the first meeting required by August 1, 2022.

Study group expires January 31, 2024, or upon submission of the required report, whichever is later; the Legislative Coordinating Commission provides administrative support.
