Establishes medical assistance coverage for hospice respite and end-of-life care for recipients age 21 or under in licensed residential hospice facilities.

Clarifies that recipients age 21 or under who elect hospice care do not waive coverage for services related to treatment of their terminal illness condition.

Sets payment rates for hospice respite and end-of-life care equal to covered respite care rates under 1915(c) waiver programs, paid directly to the residential hospice facility.

Requires payment to be made from state funds, though the commissioner shall seek federal financial participation; payments are not subject to limits or caps applied to other hospice service payments.

Eliminates the requirement that residential hospice facilities obtain federal Medicare certification to receive medical assistance payment for these services.
