Hospitals must screen uninsured patients or those with unknown insurance status before discharge for eligibility for charity care, state or federal public health care programs using presumptive eligibility, and premium tax credits.

Hospitals must assist eligible patients in applying for charity care and refer them to the appropriate hospital department for follow-up.

Hospitals must help presumptively eligible patients complete insurance affordability program applications or schedule appointments with navigator organizations; patients eligible for premium tax credits must be scheduled with navigators.

Patients may decline to participate in screening, apply for charity care, complete insurance applications, or schedule navigator appointments.

Applies to private, nonprofit, and municipal hospitals licensed under Minnesota Statutes sections 144.50 to 144.56.
