Increases Task Force on Subminimum Wages membership from 16 to 20 members, adding four persons with disabilities and three parents or guardians of persons with disabilities to the task force.

Modifies the task force's purpose from phasing out subminimum wages by August 1, 2025, to promoting independence and increasing competitive wage opportunities for people with disabilities.

Expands task force duties to reduce reliance on subminimum wages rather than completely eliminate them, and adds focus on monitoring outcomes for employees who transition to competitive employment.

Establishes a provider reinvention grant program requiring disability service providers to phase out subminimum wage use by April 1, 2024, unless granted a waiver to promote competitive wage opportunities.

Task force must submit a report by February 15, 2023, with recommendations to increase competitive wage opportunities and required statutory changes, and concludes operations on March 31, 2024.
