Removes the temporary exception allowing postsecondary institutions in school districts with 700+ students (grades 10-12) to recruit secondary pupils on financial grounds; this exception expired after the 2019-2020 school year and is now deleted from statute.

Requires secondary schools and postsecondary institutions offering courses under agreements to annually report to the commissioner on participation rates, number of pupils enrolled, and number of courses taken for postsecondary credit.

Mandates school boards adopt identical weighted grade point average policies for credits earned through postsecondary coursework as they give to credits earned through concurrent enrollment coursework, with annual publication of eligible courses on the district website.

Encourages development of "Introduction to Teaching" or "Introduction to Education" courses targeting American Indian students and students of color, with grant recipients reporting on recruitment efforts to ensure participating student demographics meet or exceed school population percentages.
