Prohibits state agencies and local units of government from offering or providing awards or incentives to minors or their parents/guardians to prompt medical examinations or procedures for minors.

Prohibits awards or incentives as rewards for having medical examinations or procedures performed on minors.

Defines "local unit of government" as counties, cities, towns, school districts, and community health boards.

Defines "medical examination" or "medical procedure" as any examination or procedure provided by a health care provider to maintain health or prevent, determine, or treat illness or injury.

Becomes effective the day following final enactment.
