Establishes the Community Solutions for Healthy Child Development Grant Program within the Minnesota Department of Health to improve child development outcomes for children of color and American Indian children from prenatal to grade 3.

Creates a 12-member Community Solutions Advisory Council with representatives from African Heritage, Latino, Asian-Pacific Islander, and American Indian communities, plus parents and academic experts to guide the grant program.

Prioritizes grant funding for organizations led by people of color and American Indians, proposals focused on prenatal to age three development, multigenerational solutions, and community organizations historically serving communities of color without prior state grant access.

Requires first round of grants awarded by April 15, 2023, with annual awards thereafter for three-year periods, with geographic preference for counties having higher proportions of people of color and American Indians than state average.

Appropriates $19,000,000 in fiscal year 2023 with base appropriations of $20,000,000 in fiscal years 2024 and 2025 for the grant program.
