HF 4105 Summary

• Appropriates $50,000,000 in fiscal year 2023 from the general fund to the Minnesota Commissioner of Health for grants funding culturally competent behavioral health services.

• Grants target behavioral health provider organizations based in federally qualified health centers and Tribal health programs serving populations where at least 50 percent of clients are from African American, Somali, Native American, Latino, Hmong, Asian-Pacific, and other communities of color.

• Nonmetropolitan area providers are eligible if 20 percent of their client population is from designated communities of color and they can demonstrate having culturally competent therapists on staff to serve these communities.

• Grant funds shall support outreach, assessment, behavioral health programming, and behavioral health education for the specified communities of color.
