Requires producers to reduce nonreusable packaging by 10-50% over 10 years, meet recycling rates of 50-90% depending on timeframe, and ensure packaging contains minimum postconsumer recycled material (50-90% by weight).

Mandates labeling on all packaging showing postconsumer recycled content percentage, recyclability information, or compostability status within two years of program launch.

Prohibits packaging containing toxic substances including PFAS, phthalates, bisphenols, polyvinyl chloride, polystyrene, and polycarbonate, with commissioner authorized to designate additional restricted chemicals every three years.

Establishes product stewardship organization to collect producer fees and distribute revenue (50% to recycling grants, 25% to reuse grants, 25% to municipalities/tribal governments) with producer exemptions available for those with less than $2 million annual revenue or under one ton of packaging annually.
