• Establishes the Task Force on Maternal Health and Substance Use Disorder to develop uniform standards for toxicology testing of newborns and mothers for prenatal exposure to controlled substances and to evaluate family-focused substance use disorder treatment models.

• Task force membership consists of 28 members including state legislators, county attorneys, physicians, social workers, tribal representatives, African American members with lived experience, substance use disorder treatment providers, and hospital representatives, with appointments due by October 1, 2022.

• Task force must submit a written report by December 1, 2023, on uniform standards for toxicology testing and reporting procedures to local welfare agencies.

• In year two, task force shall study and recommend culturally responsive substance use disorder treatment options to preserve families and develop content for pilot projects in at least three counties (one urban, one suburban, one rural), with recommendations due by December 1, 2024.

• Task force expires upon submission of the December 1, 2024, report or December 1, 2024, whichever is later; an unspecified amount from the general fund is appropriated for fiscal year 2023 with a base of $0 for fiscal year 2025 and beyond.
