Establishes the Office of Juvenile Restorative Justice within the Department of Human Services' Children and Family Services Administration, led by a director with restorative justice and juvenile system experience.

Requires the director to work with counties and multicounty agencies to establish at least one local restorative justice program in every county using community-based practices focused on restoring parties to incidents rather than punishment.

Mandates local steering committees be established in each jurisdiction by January 1, 2024, including judges, county attorneys, public defenders, social services, corrections, law enforcement, school officials, and community representatives with equal decision-making authority.

Authorizes grants up to $50,000 annually for existing programs and up to $150,000 (one-time) for new programs, with recipients prohibited from using involuntary out-of-home placements and required to address youth behavior through voluntary community gatherings emphasizing accountability and relationships.

Requires the director to review new programs at two and five years after establishment, reporting annually to legislative committees on office operations, grants issued, and program outcomes including participant demographics, school graduation rates, and recidivism rates.
