Modifies city aid formula effective for aids payable in calendar year 2023 and thereafter, changing the baseline year from 2018 to 2023 for calculating formula aid based on unmet need and certified aid.

Creates new "Alternative per Capita Aid" subdivision (477A.013, subdivision 15) for cities with $0 certified aid, providing base amount of lesser of $40 per capita or $60,000, plus formula amount based on population, with maximum aid of $200,000 per city.

Establishes "Final City Aid Distribution" (subdivision 16) allowing cities to receive greater of amount under preliminary aid distribution or alternative per capita aid for aids payable in 2023 and thereafter.

Increases total city aid appropriation from $560,398,012 to $564,990,952 for aids payable in 2023 and thereafter, with two percent allocated as alternative aid to qualifying cities.

Allows alternative per capita aid amounts to increase annually beginning in 2024 by the same percent increase in total city aid limit compared to 2023 appropriation.
