• Commissioner must regularly update mailing addresses and contact information for Medical Assistance and MinnesotaCare enrollees using data from managed care plans, county-based purchasing plans, and state health programs.

• Disenrollment due to returned mail is prohibited until the commissioner makes at least two contact attempts by phone, email, or other methods; if unsuccessful, the commissioner may disenroll after providing 60 days' notice.

• Persons whose Medical Assistance eligibility is determined using the modified adjusted gross income methodology must continue coverage without redetermination for 12 months from the date eligibility was approved.

• For persons eligible for insurance affordability programs who report a qualifying change, eligibility is available for the month the change was reported and three prior months if eligible in those months.

• Effective dates: July 1, 2023 for children; January 1, 2023 (or upon federal approval, whichever is later) for parents, relative caretakers, and adults without children.
