Adds exception to Minnesota criminal law effective August 1, 2022, limiting liability for felony murder committed by another person to those who intentionally aided, advised, hired, counseled, or conspired with intent to cause death, or were major participants acting with extreme indifference to human life.

Establishes retroactive relief process allowing individuals convicted before August 1, 2022, under felony murder statutes to petition Ramsey County District Court to vacate convictions if they meet new liability standards.

Requires Commissioner of Corrections to notify eligible individuals by October 1, 2022, of right to file relief applications, with deadline for preliminary applications set at October 1, 2023.

Revives and expands task force on aiding and abetting felony murder to address broader felony murder doctrine and aiding and abetting liability issues, requiring report to legislature by January 15, 2023.

Appropriates unspecified amount from general fund to Commissioner of Corrections for fiscal year 2023 to implement the task force.
