Appropriates $7,900,000 from the bond proceeds fund to the commissioner of natural resources for a grant to the city of Crosslake for a national loon center project.

Funds designated for site preparation, predesign, design, construction, furnishing, and equipping a new building and adjacent outdoor public space improvements including parking areas in Crosslake.

The facility will provide visitor, education, and exhibit facilities for the general public focused on loons.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,900,000 to fund the appropriation.

Appropriation becomes available only when sufficient resources have been committed to complete the project as determined by the commissioner of management and budget.
