Requires governing bodies to gather National Pipeline Mapping System (NPMS) geospatial data about natural gas transmission pipeline locations and make this data available to developers.

Requires impacted developers (those building within 1,000 feet of a pre-existing natural gas transmission pipeline) to file a plat with notice that they contacted pipeline operators and reviewed preliminary information before commencing construction.

Impacted developers must obtain written consent from pipeline operators to commence construction and file that consent with the governing body, or alternatively demonstrate attempts to contact the operator.

Building permits cannot be issued unless one of three criteria is met: written operator consent is obtained, discussions with the operator have occurred, or no response was received from the operator within 180 days of filing.

Governing bodies must attempt to notify pipeline operators of impacted developments no later than 180 days prior to construction commencement, and operators must locate, mark facilities, and provide facility information to developers upon notification.
