Adds "advanced dental therapist" to the list of health professionals eligible for education loan forgiveness, defined as a licensed dental therapist certified as an advanced dental therapist under Minnesota law.

Renames "midlevel practitioner" to "advanced practice provider" and reorders definitions to clarify that nurse practitioners, nurse-midwives, nurse anesthetists, advanced clinical nurse specialists, and physician assistants are covered professionals.

Removes the standalone "midlevel practitioner" definition and incorporates those same professions into the new "advanced practice provider" definition to eliminate redundancy.

Expands "underserved urban community" definition to include practices where at least 25 percent of yearly patient encounters serve state public program enrollees or patients receiving sliding fee schedule discounts meeting federal standards.

Reorganizes and renumbers all definitions in Minnesota Statutes section 144.1501, subdivision 1, to accommodate the new "advanced dental therapist" category and updated terminology.
