• Requires all Minnesota cities and counties to develop and implement policies recognizing differing aspects of homelessness and ensuring humane treatment when removing homeless individuals from public property camping sites.

• Mandates at least 72 hours' written notice (in English, Spanish, and other relevant languages) before removal from established camping sites, except when city/county leadership determines imminent danger after consulting public health officials.

• Requires unclaimed personal property be stored in the same community for a minimum of 30 days, kept organized by individual ownership, and made reasonably available for retrieval; may be disposed of or donated after 30 days.

• Prohibits citations for unlawful camping or loitering within 200 feet of a posted notice and within two hours before or after posting.

• Allows intergovernmental agreements between the state and cities/counties with populations of 50,000+ to manage property removal from state-owned land, with notice posted 48 hours before removal on state property.
