Requires all collective bargaining agreements for teachers to include provisions for due process forms and procedures time beginning with the 2022-2023 school year, in addition to existing preparation time requirements.

Mandates special educators working with students with individualized education programs (IEPs) or individualized family service plans (IFSPs) receive an average of 60 minutes per day for due process forms and procedures duties if parties cannot agree on a specific amount.

Sets a default minimum of 5 minutes of preparation time for every 25 minutes of classroom instructional time within the student day, provided in one or two uninterrupted blocks.

Exempts districts from adding additional due process time if their collective bargaining agreement already provides time equivalent to 300 minutes of due process duties plus the required preparation time.

Becomes effective the day following final enactment.
