Amends Minnesota Statutes section 124D.81 to allow school districts and Tribal contract schools to carry forward unexpended American Indian education aid to the following fiscal year without penalty.

Requires three conditions for carryover: the district must be adhering to its approved plan, the American Indian education parent advisory committee must approve the carryover, and the district must report to the Department of Education the reason for carryover and intended actions for spending the funds.

Specifies that American Indian education aid is calculated as the greater of $20,000 plus $358 per American Indian student (over 20) or the fiscal year 2015 grant amount if previously received.

Effective for fiscal year 2022 and later.
