Establishes the "No Patient Left Alone Act" requiring health care providers to allow at least one support person of a patient's or resident's choice to be physically present during care services.

Defines "support person" to include individuals meeting physical or mental needs, those in end-of-life situations, clergy or spiritual support providers, and service providers like hairdressers or barbers.

Requires providers to establish written policies on support person visitation rights, including provisions for evening and weekend visits, accommodation of multiple family members in end-of-life situations, and virtual options when physical presence is not feasible.

Prohibits requiring patients or residents to waive visitation rights or consent to advance directives, do-not-resuscitate orders, or medical interventions as conditions for support person access; rights cannot be suspended during emergency declarations.

Imposes $500 per day civil penalty for knowing or willful violations and shields providers from liability for granting support person access, except for specific exemptions including operating rooms, isolation units, behavioral health settings, and cases involving transmissible infections or dangerous behavior.
