Authorizes pharmacists to prescribe, dispense, and administer ivermectin and hydroxychloroquine to patients 18 years or older for preexposure prophylaxis, postexposure prophylaxis, or COVID-19 treatment, with a maximum 30-day supply per prescription.

Requires patients to complete a self-screening tool to identify risk factors and pharmacists to review the tool with patients before prescribing, including discussion of possible risks.

Mandates pharmacists provide counseling before dispensing that includes appropriate usage methods, contraindications, adverse effects, follow-up care importance, and a plain language information sheet that does not discourage use unless contraindicated.

Prohibits the Board of Pharmacy from taking disciplinary action against pharmacists who prescribe or dispense these drugs in accordance with the subdivision requirements.

Requires ivermectin and hydroxychloroquine to be made available over-the-counter in Minnesota without prescription if the FDA permits such availability.
