Appropriates $200,000,000 from bond proceeds to the commissioner of transportation for construction and reconstruction of local roads with statewide or regional significance, with priority given to projects expanding the ten-ton road system.

Appropriates $200,000,000 from bond proceeds to the commissioner of transportation to match federal money and replace or rehabilitate local deficient bridges, including design-build contracts, consultant usage, and costs for landowner payments and relocation expenses.

Authorizes the commissioner of management and budget to sell and issue general obligation bonds up to $400,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
