Establishes a highways for habitat program within the Minnesota Department of Transportation to enhance roadsides with pollinator and wildlife habitat and vegetative buffers using integrated roadside vegetation management approaches.

Requires the commissioner of transportation to identify and prioritize highway habitat installations during new construction and reconstruction, develop signage for habitat projects, and provide training to road authorities on integrated vegetation management and native plant identification.

Directs the commissioner to develop management standards and best management practices in consultation with the Department of Natural Resources and Board of Water and Soil Resources, including guidance on native vegetation selection, restrictions on herbicide spraying and mowing to protect nesting birds and pollinators, and identification of wildflower propagation areas.

Appropriates an unspecified amount from the general fund in fiscal year 2023 for the program as a one-time appropriation available until June 30, 2024, with funds available to match federal funds.

Requires the commissioner to submit a report by January 15, 2025 to legislative committees with jurisdiction over transportation and environment and natural resources on program implementation and expenditure of appropriated funds.
