Establishes a liquid fuel modernization fee of $13 per 1,000 gallons of petroleum products, effective July 1, 2022 through June 30, 2032, with revenue deposited into a dedicated account.

Creates a reimbursement program providing eligible entities 65 percent of equipment and labor costs (up to $800,000 per year) to install fuel infrastructure compatible with higher biofuel blends (gasoline blends with more than 10 percent ethanol or diesel blends with more than 20 percent biodiesel).

Establishes a Liquid Fuel Modernization Board consisting of the commissioners of commerce, agriculture, and pollution control, plus representatives from fuel equipment and petroleum industries to advise on the program and hear appeals.

Requires applicants to submit invoices and affidavits certifying work completion after July 1, 2022, and obligates them to use installed infrastructure to offer or store higher biofuel blends; allows appeals of reimbursement decisions to the board and contested case proceedings.

Imposes penalties for fraud, false invoices, and kickback arrangements; limits state obligation to available funds and prohibits general fund appropriations if account balance is insufficient.
