Prohibits state agencies and political subdivisions from adopting or enforcing any law, rule, policy, order, resolution, or regulation requiring individuals to be vaccinated against COVID-19

Defines "COVID-19" as severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) and any mutation or viral fragments thereof

Applies the prohibition to counties, cities, towns, school districts, boards, commissions, and other political subdivisions, as well as entities in the executive, judicial, and legislative branches of state government

Becomes effective the day following final enactment
