Creates new law defining "treatment courts" as courts for criminal defendants with mental health challenges, addictions, or other health issues designed to break cycles of relapse and recidivism through coordinated team approaches.

Includes drug courts, DWI courts, family dependency treatment courts, juvenile drug courts, mental health courts, and veterans courts.

Requires Judicial Council to ensure at least one-half of judicial districts have sufficient treatment courts by January 15, 2026.

Requires Judicial Council to ensure all judicial districts have sufficient treatment courts by January 15, 2030.

Appropriates unspecified funding from the general fund to the supreme court for fiscal year ending June 30, 2023 to implement the treatment court expansion.
