• Establishes licensed Certified Community Behavioral Health Clinics (CCBHCs) under Minnesota Statutes section 245I.30, requiring providers to directly provide majority of services including crisis intervention, assessment, treatment planning, outpatient services, case management, psychiatric rehabilitation, and peer support services.

• Creates new section 245I.40 for Children's Therapeutic Services and Supports (CTSS), covering medically necessary mental health services for children with emotional disturbance or mental illness, including psychotherapy, skills training, crisis planning, behavioral aide services, and day treatment programs.

• Requires CCBHCs and CTSS providers to be licensed under chapter 245A and establishes certification, clinical infrastructure, and administrative requirements including staff qualifications, treatment supervision, individual treatment plans, and outcome measurement.

• Updates medical assistance reimbursement for CCBHCs to use a prospective payment daily bundled rate system with quality incentive payments, eliminating county share requirements when reimbursed through this system.

• Repeals previous CCBHC provisions in sections 245.735 and 256B.0943, with effective date of July 1, 2022, or upon federal approval, whichever is later.
