Increases the minimum number of registered in-state medical cannabis manufacturers from two to at least four, with the commissioner beginning to register additional manufacturers by December 1, 2022.

Requires annual registration renewal for at least one manufacturer once more than two manufacturers are registered, rather than allowing all renewals every two years.

Changes the registration renewal fee from annual to biennial (every two years) and bases it on the cost of regulating and inspecting the manufacturer for the upcoming registration period.

Removes the July 1, 2015 deadline for manufacturers to begin supplying medical cannabis to patients and adds a requirement that at least 75 percent of any business entity manufacturer must be owned by Minnesota residents.

Maintains the $20,000 registration application fee with a $10,000 reimbursement to rejected applicants within 30 days of notice.
